Gaza City: “Hey, collaborator! Stop and think! Isn’t time to get out of the swamp?”
That message appeared this week on dozens of billboards and in graffiti on walls across Gaza, as the Hamas government began an intensive one-month campaign to urge people who collaborate with the Israeli authorities to surrender willingly in exchange for amnesty.
But those who do not turn themselves in by April 11, the Interior Ministry warned, will be pursued without mercy.
Hamas, the Islamic militant group that won elections in 2006 and took control of this coastal enclave in 2007, prides itself on what it calls “cleansing” the territory of Palestinians who serve as the eyes of Israel. The fierce round of fighting between Gaza and Israel in November, which ended with an Egyptian-brokered ceasefire after eight days, disrupted what Hamas had billed as a security crackdown.
The clashes began with an Israeli airstrike on the car of Ahmad Jabari, the commander of the military wing of Hamas, an action that would not have been easy to accomplish without help on the ground, Hamas says. As the fighting continued, warplanes struck dozens of what the Israeli military said were rocket-launching sites and weapons caches whose locations might have been pinpointed by informers.
“The Israeli wars on Gaza have given us the opportunity to learn the lessons, rearrange our papers and know the points of weakness and strength,” said Kamel Abu Madi, the deputy interior minister in the Hamas government.
Despite the damage that “the collaborators have committed against our people and society,” he said, “we will deal discreetly with anyone who repents.” Islam Shahwan, a spokesman for the Interior Ministry, said that collaborators who surrender to the authorities might not even stand trial and that their cases would be settled quietly. Hamas has circulated stories in its official media and on websites about the Israeli secret services’ methods of recruiting new spies. Most of the stories involve unsolicited phone conversations and internet chats with female agents pretending to be women looking for a relationship, and young men who “fall in the trap of collaboration.” After occupying Gaza for decades after the 1967 war, Israel evacuated all of its colonists and troops in a unilateral disengagement in 2005. A year later, after an Israeli soldier was captured by militants in a cross-border raid, Israel closed its borders to tens of thousands of Palestinian Gazans who had jobs in Israel. Those developments reduced the possibilities for personal contact between Israeli intelligence officials and Gaza residents, experts said, so recruiters turned to the internet, and often to extortion, to obtain new spies. Mutual interests Fadel Abu Heen, a professor of psychology at Al Aqsa University in Gaza, said that the offer of amnesty might attract recently recruited collaborators or people who had not passed any significant information to Israel, but that longtime spies would not consider turning themselves in. “Israel and the veteran collaborators have mutual interests, and each side relies on the other,” Abu Heen said. “So these campaigns and the parallel psychological warfare would not work with this kind of collaborators.” Fat’hi Hamad, the interior minister, said in a statement on his ministry’s website that the estimated number of collaborators in Gaza was in the tens. Another official from the ministry, speaking on the condition of anonymity, said that about 30 collaborators surrendered in a similar campaign in 2010. During the fighting in November, Hamas executed seven people in the streets of Gaza, some of them summarily, for collaboration, even though some of them still had appeals of their convictions and death sentences pending in court. Fourteen other people have been convicted of collaboration and executed over the past three years. Shahwan, the Interior Ministry spokesman, said it was wrong to carry out executions in the street. He said an investigative committee had punished those responsible, although he refused to give any details.
